To support students from economically and/or culturally disadvantaged backgrounds, NCKU integrates family and cultural factors into its admissions process through the Star Plan, which is funded by the Higher Education Sprout Project. Each college allocates a portion of its admission quota to the enrollment of students from low-income backgrounds. During the period 2018–2025, the Plan has provided 556 opportunities. It began with 52 students in 2018 and has grown substantially to include 87 per year since 2022. The Plan continues to provide sustained support today.

Sustaining Talent Development

The program supports students from economically and/or culturally disadvantaged backgrounds, thus ensuring equitable access to higher education. After admitting students, NCKU provides continuous academic and administrative support to improve their learning stability and professional readiness. To help students adapt quickly, NCKU hosted the 2025 iteration of its annual Constellation Gathering, which centered on three themes: Resource Introduction, Campus Exploration, and Peer Connection. The Resource Introduction component makes students aware of the academic and living resources available on campus. Campus Exploration features guided tours and interactive missions, and Peer Connection connects students with mentors and local partners to help them network and build their confidence. These activities promote inclusion, mitigate adjustment barriers, and cultivate a supportive learning environment where students can flourish.
