On September 4th and 5th, 2025, NCKU President Meng-Ru Shen led a delegation to the Tokyo University of Science (Institute of Science Tokyo, or Science Tokyo). The two-day visit focused on three events: the Presidents’ Forum, the Academic Symposium on Medicine and Intelligent Computing, and the Semiconductor Research Meeting. President Naoto Ohtake, along with vice presidents and academic representatives, warmly welcomed the NCKU delegation, demonstrating a strong commitment to advancing collaboration.

President Shen noted that global challenges such as aging populations, climate change, and rising health care costs demand cross-disciplinary solutions. To contribute to a collective response to these problems, NCKU has established the Center for Transformative Bioelectronic Medicine, and Science Tokyo has become a leader in AI, robotics, and precision medicine. Both universities will collaborate through talent exchange, joint research, and industry partnerships, with the aim of developing surgical robots, intelligent rehabilitation systems, and AI-based disease prediction models. The anticipated result is the transfer of game-changing technologies to clinical practice. By combining Taiwan’s prowess regarding semiconductors and sustainable manufacturing with Tokyo’s medical expertise, the partnered institutions seek to advance competency in health care with the aid of sustainable health technologies.

President Naoto Ohtake introduced Science Tokyo, which was founded in October 2024 via a merger of Tokyo Tech and Tokyo Medical and Dental University. With over 13,000 students, two Nobel laureates, a TSUBAME 4.0 supercomputer, and leading medical centers, the university advances four research institutes and six visions toward a better life, society, and planet. He highlighted the long-standing partnership between NCKU and our institution, which began in 1997, and mentioned their 2024 memorandum of understanding regarding a semiconductor-related collaboration, which opened a new chapter in their cooperation.

Both universities presented research strategies related to AI robotics, cloud computing, semiconductors, and neural modulation. The Medicine and Intelligent Computing Forum dedicated discussion time to stroke rehabilitation, AI-driven cancer therapy, and genomic medicine, and the Semiconductor Forum explored 3D packaging, smart manufacturing, and electric vehicle power devices. Additionally, plans are underway to establish a joint research center and to secure funding from NSTC and JSPS to construct a world-class innovation platform.

The NCKU delegation, comprising senior administrators, professors, and executives from the Taiwan Semiconductor Research Institute (TSRI), conveyed NCKU’s strong commitment to global collaboration. The visit strengthened the partnership between Science Tokyo and the university, reaffirming the institutions' shared commitment to sustainable innovation in technology and health care.
